The professional training market has changed considerably over recent years. The DIF scheme has given way to the CPF. OPCAs are fading out and making room for OPCOs… that’s a lot of acronyms! Feeling lost?
Let’s try to make sense of it together! Let’s look at how Smart Data, and SalesTech more broadly, can help a fast-changing sector.
An overall plan to develop individual and collective skills: a quick reminder about the French law on the “freedom to choose one’s professional future”
CPF vs DIF
The personal training account (CPF) has therefore replaced the well-known individual training entitlement (DIF).
The personal training account (CPF) can now be used by all employees. It can be used throughout their working life, including during periods of unemployment. It is dedicated to following a qualifying training course.
Since 1 January 2019, the CPF has been funded in euros rather than in hours. Using the CPF is entirely the employee’s own decision. As a result, an employer cannot require an employee to use their CPF to fund training. Note too that, for a full-time or part-time employee, the account is funded at a rate of €500 per year worked, up to a ceiling of €5,000.

OPCO vs OPCA
OPCOs are skills operators (OPérateurs de COmpétences). They bring together 329 professional branches and have existed since April 2019. Their role is to support companies on everything relating to training, apprenticeship contracts, skills management and more.
Direct consequences for the professional training market
Strong competition for training organisations
Monetising the CPF comes with a wider range of eligible courses. Until now, eligibility for a course depended on the applicant’s status, professional branch and place of work. From now on, a course simply needs to appear on a “single, universal list of eligible courses” defined by France compétences (https://www.francecompetences.fr/). This is the new national authority responsible for regulating and funding professional training and apprenticeships.
Training organisations will now need to address learners too, and no longer only HR directors or training managers.
Employees will be able to search for a course in their own region, book it and pay for it… with no intermediary and directly on a dedicated government website.
This website launched right at the end of 2019: https://www.moncompteformation.gouv.fr/.
For continuing-education providers, the individualisation of each person’s learning path and skills is likely to make identifying commercial targets more complex. Training organisations will need to adapt quickly to new market segments. They will need access to databases that are continually kept up to date at contact level. Building highly precise prospect files will become essential. These are all challenges that Smart Data solutions can help address.
The flexibility of a targeting and Smart Data platform to support your marketing campaigns?
Mixdata, a partner for professional training organisations
Smart Data B2B lets training organisations target “future” learners as precisely as possible. The way these organisations prospect has to change and adapt to more frequent, more complex and more specialised targeting. A subscription to a Smart Data platform is very handy for this. These tools also let you build as many “ad hoc” files as you like, on your own and whenever you need them. For example, you can build new lists based on course start dates and the schedule set for each session, all for a flat rate fixed once and for all… Pretty handy!
A few explanations:
Does your professional training organisation want to target, for highly specialised courses, specific skills or particular job titles? Are you thinking, for example, of UX designers, full-stack developers, rental management officers, IFRS standards or consolidation specialists, methods engineers, or innovation or open innovation departments?
Does your sales/marketing team want to identify profiles in specific companies such as companies that have raised funds, those with subsidiaries abroad, those that are growing, or those that are currently recruiting?
Tell us your ideal trainee profile or the type of companies traditionally enrolled on your programmes and we’ll find the twin companies to prospect!
Do you want to develop a multichannel approach to your targets to optimise responsiveness and capture? Mixdata builds you named, qualified file selections with professional emails, postal addresses and company phone numbers. And for users of the Mixdata.com platform, the social network approach is also available and rounds out the prospecting process.
Only a sharp B2B data partner can give you the right profiles while also drawing on company data, business indicators or a view of the company’s org chart.
Do you need help making the most of this data, getting value from it or integrating it into your CRM?
Mixdata can set up an email campaign for you within a few days, build you a postal file compliant with RNVP standards, support you in your Sales Automation efforts or your retargeting campaigns and LinkedIn Ads, for example.
